Motiani Additional Advocate-General, Sindh [5-11-1997] My Lord the Chief Justice Mr. Justice Wajihuddin Ahmed; My Lord the Senior Puisne Judge Mr.Justice Kamal Mansur Alam; My Lords The Judges of the Hon'ble High Court; Deputy Attorney-General and Members of the Bar! 1. I take the opportunity of the offering sincere congratulations to his Lordship, on his assumption of the High Office of the Chief Justice of Sindh. 2. My Lord has already served the judiciary for more than 9 years. We can only anticipate good, for the judiciary and for the citizens that a Judge of your Lordship's calibre with vast and varied experience, gifted with calm and cool frame of mind and broad outlook, has been entrusted with the duty of controlling the administration of justice in the Province: (a) My Lord was born in an old and distinguished family of Delhi, late father Mr. Justice Wahiduddin Ahmed, an eminent lawyer, who remained President of Delhi Muslim League, Member of the Muslim League Provincial Council and Member of the then Delhi Municipal Committee, President of Sindh High Court Bar Association, who rose to the office of Chief Justice of High Court West Pakistan and Judge of the Supreme Court. (b) My Lord started educational career by matriculating from Sindh Madressa-Tul-Islam, Karachi in 1955, Intermediate from St. Patrick's College in 1957, Graduated from, F.C. College, Lahore in 1959, and LL.B from S.M. Law College, Karachi by securing 3rd position in the University of Karachi. (c) My Lord for initial training joined the chambers of his uncle Mr. S M. Shafi, Advocate, who also remained President of Karachi Bar Association, subsequently attending the chambers of Mr. Noorul Arfin, an eminent lawyer, who also remained Judge of this Court. 3. My Lord never sought for any office as long as father was a Judge, even declined the legal advisorship of State Bank of Pakistan. My Lord remained legal advisor to Caltex Pakistan Ltd., Karachi Race Club, Gujrati Cooperative Bank Ltd. and Jockey Club of Pakistan. Also served as Legal Advisor to Nawab Sahib of Junagadh. 4. In the year 1976, after the retirement of his father accepted the post of Honorary Professor of S.M. Law College. 5. In the year 1977 My Lord was appointed Chairman of the Board of Governors of Trinity Private School, Karachi, became Honorary Secretary of the High Court Bar Association for two terms, being elected unopposed. 6. In the year 1978 My Lord was elected Vice-President of the High Court Bar Association, Karachi by a record vote and in the year 1981 President of Karachi Bar Association by securing a record vote as well. 7. In the year 1984 My Lord was appointed as Standing Counsel of the Federal Government. In 1986 became Advocate-General of Sindh, as such, remained Member of Board of Governors for Law Colleges in Sindh and Chairman of Sindh Bar Council, a recipient of President's Gold Medal in IInd Jurists Conference at Lahore. While at the Bar, appeared in a number of leading cases. 8. My Lord was appointed Judge of Sindh High Court in the year 1988 Presided over the Special Court constituted under President's Order, 1977, remained Member of the Syndicate of Karachi University from 1991 to 1996, Chairman of the Service Tribunal for Provincial Judiciary in the year 1993 and Library Judge of this Court. 9. In the year 1994, became member of Administration Committee of the High Court, Senior Puisne Judge in the year 1995, Member of Board of Trustees of the Aga Khan University, Administration Judge in the year 1996, Member of the Corporate Law Commission in the year 1997 and the Chief Justice of High Court of Sindh on 4th November, 1997. 10. Sir, I remember the two occasions when your Lordship was complemented in my presence firstly during a tea party for the hon'ble Judges of the Supreme Court by Supreme Court Judge late Mr. Justice Naimuddin, who when he saw you coming observed, "Here comes the Judge of Equity". Then it was Mr. Justice Kirshana Iyer, a former Judge of Supreme Court of India, who during a Dinner for the participants of the SAARC Law Conference addressed you saying : "We have been hearing much about you in India. Apart from law things it is matters of the heart on which you are focusing." (Here the Additional Advocate-General, Sindh referred to 32 of the reported cases authored by the Chief Justice as Judge, calling the same epoch-making decisions). In the end, I on my own behalf and on behalf of the colleagues of the Advocate-General Office congratulate My Lord on assuming the Highest Judicial Office of the Province of Sindh and extend our fullest cooperation in the performing of your delicate duties as the Chief Justice of Province of Sindh. ***
