MR MR. JUSTICE NAEEM AKHTAR AFGHAN CHIEF JUSTICE, BALOCHISTAN HIGH COURT Mr. Justice Naeem Akhtar Afghan was born on 29th of June 1963. He is the son of Mr. Moin Akhtar Afghan, a retired government servant, and grandson of Ghulam Sarwar Khan Afghan also known as Afghan Agha Jan, who was a renowned Persian and Urdu teacher. Mr. Justice Naeem Akhtar Afghan completed his primary and secondary education from the Federal Government Public School and College, Quetta Cantonment. He graduated with a degree in Economics and Statistics from Degree College, Quetta in 1985 and subsequently completed his LL.B from the University Law College Quetta in June 1988. Mr. Justice Naeem Akhtar Afghan enrolled as an advocate of the High Court of Balochistan on 30th September 1989 and as an advocate of the Supreme Court of Pakistan on 12th May 2001. He practiced law for 21 years before the Subordinate Courts, High Court of Balochistan, Federal Shariat Court and the Honourable Supreme Court of Pakistan. He conducted innumerable criminal, civil, and constitutional cases which have been reported in various law journals. Justice Naeem Akhtar Afghan served on panel of advocates for various public entities and on occasion, was also appointed as Official Liquidator under the Companies Ordinance, 1984 and as an Arbitrator. Mr. Justice Naeem Akhtar Afghan was elevated as Additional Judge, High Court of Balochistan on 12th May 2011 and confirmed as a Judge, High Court of Balochistan on 11th May, 2012. In pursuance of the directions of the Honourable Chief Justice of the Supreme Court of Pakistan, Mr. Justice Naeem Akhtar Afghan conducted inspection of Sessions Division Sibi and submitted a comprehensive report on 20th July, 2011, which was forwarded to the Law and Justice Commission of Pakistan. Mr. Justice Naeem Akhtar Afghan was appointed by the Honourable Chief Justice of the Supreme Court of Pakistan/Chairman National Judicial (Policy Making) Committee (NJPMC), and as a member of the Alternate Dispute Resolution (ADR) Committee to impart training to the master trainers. As Chairman of the Building Committee, he oversaw conduct of an audit of Court Buildings and residential accommodations for judicial officers throughout Balochistan. He also served as Chairman of the Committee for Utilization of Funds under the Provincial Judicial Development Fund (PJDF). During orientation workshops held by Balochistan Judicial Academy Quetta, Mr. Justice Naeem Akhtar Afghan has delivered lectures to civil judges, judicial magistrates, family judges, members Majlis-e-Shoora and Qazis. Mr. Justice Naeem Akhtar Afghan took oath as Chief Justice of the High Court of Balochistan on the 9th of August 2021.
