Federalism
The relationship and distribution of power between the national and regional governments within a federal system of government. See OUR FEDERALISM.
cooperative federalism
Distribution of power between the federal government and the states in which each recognizes the powers of the other but shares those powers to jointly engage in governmental functions.

The doctrine holding that a federal court must refrain from hearing a constitutional challenge to state action if federal adjudication would be considered an improper intrusion into the state's right to enforce its own laws in its own courts. See ABSTENTION. Cf. FEDERALISM.
