Substance

1 The essence of something; the essential quality of something, as opposed to its mere form < matter of substance>. 2. Any matter, esp. an addictive drug <illegal substance> <abuse of a substance>.

Uniform Controlled Substances Act

A uniform act, adopted by many states and the federal government, governing the sale, use, and distribution of drugs. 21 USCA ยงยง 801 et seq.

controlled substance

Any type of drug whose possession and use is regulated by law, including a narcotic, a stimulant, or a hallucinogen. See DRUG.

controlled-substance act

A federal or state statute that is designed to control the distribution, classification, sale, and use of certain drugs. Most states have enacted these laws, which are usu. modeled on the Uniform Controlled Substances Act.

defect of substance

An imperfection in the substantive part of a legal document, as by omitting an essential term. Cf. DEFECT OF FORM.

hazardous substance.

1. A toxic pollutant; an imminently dangerous chemical or mixture. 2. See hazardous waste under WASTE (2)

matter of substance

A matter concerning the merits or critical elements, rather than mere formalities <the party objected because the motion was based on a repealed statute that related to a matter of substance>. Cf. matter of form.
