opinio juris sive necessitatis

[Latin "opinion that an act is necessary by rule of law"] Int'Z law. The principle that for a country's conduct to rise to the level of international customary law, it must be shown that the conduct stems from the country's belief that international law (rather than moral obligation) mandates the conduct. - Also termed opinio juris.
