Has anyone successfully filed a public interest litigation (PIL) under Article 184(3) or Article 199 regarding waste dumping in residential zones? Seeking case laws linking right to clean environment with the Right to Life (Article 9).

The landmark case is Shehla Zia v. WAPDA (PLD 1994 SC 693), where the Supreme Court held that the right to life is not merely limited to vegetative existence but includes all amenities of life, including a clean and healthy environment.

You should also look at the Sindh Environmental Protection Act, 2014, and subsequent rulings. The Lahore High Court has also passed several orders on smog control under the right to life doctrine.
