Prior claim of a Village Organisation.‑‑Subject to any prior claim of the Federation or Province in respect of land revenue or any money recoverable as arrears of land revenue or of a land owner in respect of rent or any money recoverable as rent, any debt or outstanding demand owing to a Village Organisation by any subscriber or past subscriber shall be a first charge on the assets of the subscriber and shall also be recoverable as arrears of land revenue. Explanation.‑‑For the purposes of this section, (a) subscriber shall include any other person liable for the payment of any debt or outstanding demand owing to a Village Organisation; and (b) the Village Organisation shall issue a certificate stating the debt or outstanding demand owing to it from the subscriber, whether under any agreement or other document or otherwise howsoever, as at any given date and such certificate shall be conclusive evidence of the debt or outstanding demand owing to the Village Organisation as final and binding accordingly.
