Dissolution of a Village Organisation.‑‑When the affairs of a Village Organisation have been completey wound up or when the Registrar is of the opinion that the official liquidator cannot be appointed, or proceed with the winding up of the Village Organisation, for want of funds and assets or any other reason whatsoever and it is just and reasonable in the circumstances of the case that an order of dissolution of the Village Organisation be made, the Registrar shall make an order that the Village Organisation be dissolved from the date of the order, and the Village Organisation shall be dissolved accordingly: Provided that such dissolution shall not extinguish any right of, or debt due to, the Village Organisation against or from any person.
