Advice and guidance to employer.---(1) Subject to the provisions of this Ordinance and the rules, the competent authority shall offer to the employers all possible technical advice and guidance in all matters relating to the apprenticeship programmes put into operation by the em ployers in their undertakings in accordance with the provisions of this Ordinance and the rules.
