BALOCHISTAN CIVIL DEFENCE DEPARTMENT BALOCHISTAN CIVIL DEFENCE DEPARTMENT (GRADE-16 AND ABOVE) SERVICE RULES, 1982 (Substitution of Appendix) [Gazette of Balochistan, Extraordinary, 23rd November, 2012] No.SO(R-II)(9)32/2012-S&GAD/2454-2503, dated 23-11-2012.---In exercise of the powers conferred by section 25 of the Balochistan Civil Servants Act, 1974 (Act No.IX of 1974), the Government of Balochistan is pleased to make the following amendments in the Balochistan Civil Defence Department (Grade-16 and above) Service Rules, 1982 namely:-- In the aforesaid rules, for the existing Appendix the following shall be substituted,--- APPENDIX [See Rule 2(b), 3(3), 5(1) and 7(1)] Serial No. Nomenclature of the post with basic pay scale (BPS). Minimum qualification for initial recruitment. Method of Recruitment. 1. 2. 3. 4. 1. Director (BPS-19). --- By promotion from amongst the members of the Service holding the post of Deputy Director (Train-ing) (BPS-18) and Deputy Director (Technical) (BPS-18) having at least twelve years' Service in B-17 and above; and have successfully completed Mid Career Manage-ment Course; on seniority cum fitness basis. If no suitable officer is available for promotion then by transfer from other Departments having the relevant qualify-cation. 2. Deputy Director (Training) (BPS-18) --- By promotion from amongst the members of the Service holding the post of Assistant Director (BPS-17) having at least five (5) years' service as such, on seniority cum fitness basis. 3. Deputy Director (Technical) (BPS-18). --- By promotion from amongst the members of the Service holding the post of Crises Management Officer (BPS-17) having at least five (5) years' service as such, on seniority cum fitness basis. 4. Assistant Director (BPS-17) Master's Degree (Second Division) from a recognized University; (b) Civil Defence Officer Organi-zation and Administration Course from a recognized Institute; (c) Civil Defence Planning and Organization Course from a recognized Institute; (d) Specialist Instructor Course Warden, Rescue and Casualty Service Course from a recognized Institute; and (e) Station Fire Officer Course from a recognized Institute. (a) 35% by initial recruitment; and (b) 35% by promotion from amongst the Members of the Service holding the post of Civil Defence Officer (BPS-16) having at least three (3) years' service as such, on seniority cum fitness basis; and (c) 30% by promotion from amongst the members of the Service holding the post of Superintendent (BPS-16) having at least three (3) years service as such, on seniority cum fitness basis 5. Crises Management Officer (BPS-17) (a) Master's Degree (Second Division) from recognized University; (b) Civil Defence Officer Organi-zation and Administration Course from a recognized Institute; (c) Civil Defence Planning and Organization Course from a recognized Institute; (d) Bomb Disposal Course from a recognized institute; and (e) Civil Defence Disaster Management Course. or In case of retired Armed Forces Officers not below the rank of Captain with experience in the relevant field. (a) 50% by initial recruitment; and (b) 50% by promotion from amongst the members of the Subordinate Service holding the post of Bomb Disposal Commander (BPS-15) having at least three (3) years' service as such, on seniority cum fitness basis. 6. Civil Defence Officer (BPS-16). (a) Master's Degree (Second Division) from a recognized University; (b) Civil Defence General Instructor Course from a recognized institute; (c) Specialist Instructor Course Warden, Rescue and Casualty Service Course from a recognized Institute; (d) Civil Defence Planning Organi-zational Control Course from a recognized institute, and (e) Civil Defence Disaster Management Course from a recognized Institute. (a) 50% by initial recruitment; and (b) 50% by promotion from amongst the members of the Subordinate Service holding the post of Staff Office (BPS-II) having at least three (3) years' service as such, on seniority cum fitness basis. 7. Superintendent (BPS-16) --- (a) 75% by promotion from amongst the members of the Subordinate Service holding the post of Assistant (BPS-14) having at least three (3) years' service as such, on seniority cum fitness basis; and (b) 25% by promotion from amongst the members of the Subordinate Service holding the post of Senior Scale Stenographer (BPS-15) having at least three (3) years' service as such, on seniority cum fitness basis 8. Assistant Accounts Officer (BPS-16). B.Com/BBA (Second Division) from a recognized University. (a) 50% by initial recruitment; and (b) 50% by promotion from amongst the members of the Subordinate Service holding the post of Assistant (BPS-14) having at least three (3) years' service as such, on seniority cum fitness basis.
