Cognizance of offence.---No court other than a Magistrate 1st class having territorial Jurisdiction where the cause of action occurred, shall take cognizance of an offence under section 8, except on the complaint of or on information received from the Management Committee, or from such person as may be authorized by the Management Committee or by the provincial Government by general or special order in this behalf.
