BALOCHISTAN WILDLIFE (PROTECTION, PRESERVATION, CONSERVATION AND MANAGEMENT) RULES, 2015 BALOCHISTAN WILDLIFE (PROTECTION, PRESERVATION, CONSERVATION AND MANAGEMENT) RULES, 2015 [Gazette of Balochistan Extraordinary, 12th January, 2016] No. Forest/ SO (Dev.1)5-16/2014/149-60, dated 12.1.2015.---In exercise of the powers conferred under section 69 of the Balochistan Wildlife (Protection, Preservation, Conservation and Management) Act, 2014 (Act No. XV of 2014), the Government of Balochistan is pleased to make the following rules for the purposes of carrying into effect the provisions of the Act: 1. Short title and commencement.---(1) These rules may be called the Balochistan Wildlife (Protection, Preservation, Conservation and Management) Rules, 2015. (2) They shall come into force at once. 2. Definitions.---In these rules, unless there is anything repugnant in the subject or context: (a) Act means The Balochistan Wildlife (Protection, Preservation, Conservation and Management) Act, 2014 (Act No. XV of 2014); (b) Form means the form appended to these rules; (c) Schedule means a schedule appended to the Act; (d) Private hunting license means a license issued by the owner or owners of a private game reserve and counter signed by the Conservator of Forests of that particular jurisdiction for hunting in the private game reserve, other than the big game animals for which a separate trophy hunting permit needs to be issued under these rules; (e) Trophy Hunting means the hunting of big game animals as prescribed in Part-C, Schedule-I of the Act in a manner as prescribed under these Rules; (f) Manager means the Deputy Conservator of Forests or Divisional Forest Officer for managing a National Park, Wildlife Sanctuary or a Game Reserve or the owner for managing a Private Game Reserve or a Community Game Reserve. (2) All words and expressions used but not defined here above in sub-rule (1) shall unless the context requires otherwise, have the meaning as assigned to then in the Act. 3. Validity of license or permit.---Every license or permit issued under these rules shall be valid upto 31st December each calendar year or otherwise expires on the dates mentioned thereon and shall be valid for Balochistan province only. 4. Officers empowered to issue license or permit.---All license or permits under the Act shall be issued or renewed by Forest and Wildlife Officers. All special permits, imports or export permits under the Act shall be issued by the Chief Conservator of Forests or Conservator Wildlife and National & Parks. The license or permits shall have pasted there in a photograph, entry of the CNIC No. or passport No. of the holder, as the case may be, and payment of the prescribed fee; paid in cash or through Bank challan. 5. Eligibility for Permit/License.---A person of eighteen years or above, through an application in writing may apply for any license/permit under these rules. 6. Serving of wild animals/birds meat in hotels etc.---No person shall cook or serve in any public place, hotel, caf , restaurant, hostels, boarding houses, or any other catering place meat of any wild bird or animal mentioned in the first Schedule I and III of the Act, except when the birds or animals have been shot in accordance with the rules and during the period specified for each species. 7. Constitution of Raid Party.---The Chief Conservator of Forests may constitute a raid party for carrying into effect the provisions of the Balochistan Wildlife (Protection, Preservation, Conservation and Management) Act, 2014 within the meaning of Section-79 of the Act. 8. Houbara bustard hunting through foreign dignitaries.---(1) As provided in Schedule-III of the Act, the Houbara bustard is a protected bird, but it will be considered as Game bird as reflected in Schedule-I (part-D) of the Act, only for foreign dignitaries for hunting season from November 15 to February 15. (2) In a special case the Chief Conservator of Forests and Wildlife Department on recommendation of Conservator Wildlife may extend hunting period up to 15 days. (3) To achieve any management objective or keeping in view the declining population, the Balochistan Forest and Wildlife Department may impose ban on hunting of houbara bustard in any specific area or whole of the province for any hunting season or a prescribed period of time, as the case may be. (4) The Code of Conduct for Houbara hunting in Balochistan Province shall be prepared and notified by the Balochistan Forest and Wildlife Department. (5) The concerned departments/agencies shall implement the Code of Conduct as per their mandate and as prescribed in the Code of Conduct. (6) It shall be obligatory for local administration and law enforcing agencies to extend full cooperation to the Balochistan Forest and Wildlife Department in implementing of the Code of Conduct in hunting of Houbara bustard and other provisions of Balochistan Wildlife (Protection, Preservation, Conservation and Management) Act, 2014. (7) The mode of hunting for Houbara shall only be through falconry and no fire arms or other means of hunting shall be used for this purpose. 9. Issuance of Houbara Hunting Permits.---The Houbara hunting permit shall be issued by the Conservator Wildlife and National Parks Balochistan to foreign dignitaries as prescribed in Schedule-I (part-D) under the Act. 10. Proceedings of Houbara hunting fee.---(1) The proceedings received on issuance of houbara hunting permits from each dignitary, shall be divided as per following shares: (a) 50% of proceedings shall be deposited in Government exchequer. (b) 50% of proceedings shall be deposited as an Endowment Fund with Conservator Wildlife and National Parks for restoration and improvement of houbara bustard habitats. (2) Besides, the following fees shall also be charged from Dignitaries: (a) Possession Fee of Falcons: Rs.2500/Falcon (b) Import Fee of Falcons: Rs.25,000/Falcon (c) Export Fee of Falcons: Rs.25,000/Falcon 11. Trophy Hunting.---(1) There shall be two categories of trophy hunting: (a) National level trophy hunting; means the hunting big game animals by local hunters without export of trophy abroad; (b) International level trophy hunting; means the hunting big game animals by foreign dignitaries/ hunters or local hunters with export of trophy abroad. (2) The number of trophies for category (a) shall be decided by Balochistan Council for Conservation of Wildlife, once the International level trophy hunting quota for any of the protected areas of the Province has been satisfied. (3) The number of trophies shall be decided scientifically and based on population of wild animals present in a particular protected area. (4) The trophy hunting shall commence from 1st December to 31st January of every calendar year. But under special circumstances the Chief Conservator of Forests and Wildlife Department on recommendation of Conservator Wildlife may extend the hunting period up to 31st March. (5) The Trophy hunting permit (Form A) for both category of trophy hunting shall be issued by the Conservator Wildlife & National Parks. (6) The mode of hunting shall be through shooting and permissible bore of fire arm shall be of professional hunting rifle i.e of 0.22 caliber or less. (7) Consequent upon hunting attempt the injured escaped animal shall be considered in account of hunter and keeping in view the subsequent epidemics it will be necessary for management of that protected area to eradicate such animal at the earliest. 12. Procedure for National level trophy hunting.---(1) The manager of a National Park, Wildlife Sanctuary, Game Reserve, Private Game Reserve or a Community Game Reserve shall send a proposal for trophy hunting, well before the commencement of season, in that particular protected area. The proposal shall be supported with following documents prepared jointly by Balochistan Forest and Wildlife Department and Management of that Protected area: (a) the population census of wildlife present in the area; and (b) number of male animals and their age. (2) After receiving such proposal for non CITES (Convention on International Trade in Endangered Species), the Conservator Wildlife and National Parks through Chief Conservator of Forests send the same to the Government along with their recommendation and a working paper for convening BCCW (Balochistan Council for Conservation of Wild Life) meeting. (3) BCCW shall decide the number of trophies and send its recommendation to the Department for necessary action, as the case may be. (4) For CITES species the Government shall initiate a summary to CITES management authority through concerned federal Ministry to accord approval for trophy hunting. 13. Procedure for International Level trophy hunting.---The number of trophies for each protected area in a particular hunting season shall be fixed by CITES management authority. 14. Trophy permit fees.---(1) The minimum hunting fee for International trophy hunting for a single trophy of a particular species shall be decided by CITES management authority. (2) The minimum hunting fee for national level trophy hunting for a single trophy of a particular species shall be decided by BCCW, but in no circumstances it shall be less than one fifth of the fee fixed by CITES management authority for hunting of that particular species under international trophy hunting permit for that particular year. 15. Proceeds of Private Hunting Permit and Trophy Hunting Permit in Community Game Reserve and Private Game Reserve.---(1) In case of community game reserves, the distribution of total proceeds from all means shall be according to subsection (3) of section 39 of the Act. (2) In case of Private Game Reserve, the proceeds received from private hunting permits and other means shall be distributed according to subsection (7) of section 38 of the Act, while the proceeds of trophy hunting shall be distributed between owner and Government @ 80% and 20%, respectively. (3) The owner share of 60% of net income received from all means in case of community game reserve and 80% of gross income received from private hunting permit, trophy hunting and other means in case of private game reserve shall be spent on community development activities under an a work plan prepared in consultation with the Department and approved by the Government. 16. Alien and Invasive Species.---(1) On the recommendation of the Conservator of Wildlife and National Parks, the Government may allow introduction of an exotic, alien, invasive species of flora or fauna or living Genetically Modified Organism under the following conditions: (a) If it is not going to be introduced in any of the protected areas provided under the Act. (b) It must be covered under a quarantine certificate in case of a species brought from abroad. (c) A clearance certificate jointly issued by representatives of Forest and Wildlife Department, Livestock Department and Zoology/Botany Department of Balochistan University. (2) No any persons shall without the permission introduce an exotic, alien, invasive species of flora or fauna or living Genetically Modified Organism in nature. 17. Procedure for Taxidermy.---(1) On request of the dealer, the Forest and Wildlife officer, subject to the provision of following documents may issue license for carrying taxidermy of wild animals and birds: (a) Proof of lawful possession of live/dead wild animal(s) or bird(s). (b) Copy of National Identity Card of dealer. (c) Four (04) Passport size photographs. (d) Site of the enclosure where taxidermy is to be carried out. (2) The dealer shall also maintain a complete record of the business and shall produce it for inspection before the concerned Forest and Wildlife officer. 18. License fee for Taxidermy Business.---(1) A person desirous of carrying taxidermy business shall apply for license (Form-B) which may be issued by the Divisional Forest Officer concerned in lieu of following category-wise annual fee: Taxidermy of wild birds: Rs.3, 000/- Taxidermy of wildlife: Rs.5, 000/- (2) A license for taxidermy business shall expire on the last day of each calendar year. 19. Wild Animal Rescue Centre.---(1) The Government by notification, may establish a Wild Animals Rescue Centre with an officer in-charge not below the rank of Divisional Forest Officer and shall ensure provision of following facilities therein: (a) appropriate cages for rescued animals and birds; (b) budget for feeding and medicines of in custody animals; (c) a Veterinary Doctor to rescue the animals. (2) Provided that when case is decided in favour of accused, the expenses incurred on feeding and rescue of wild animals shall be paid by the owner. 20. Remuneration for Technical Assistance.---As provided under subsection (3) of Section 38 of the Act, the Department may extend technical support to the owner(s) in managing the game reserves, in lieu of payment thereon. 21. Powers vested in the Owner(s) of Community or Private Game Reserve.---The owner (s) of a Private or Community Game Reserve shall be vested with following powers: (a) to prepare a plan of action to improve protection of the Game Reserve. (b) to prepare a management plan of the Game Reserve and propose number of animals for hunting on sustainable basis. (c) to prohibit any person from entry in the game reserve for hunting or affecting the wildlife habitat adversely, through their staff so engaged, as provided in Section-34 of the Act. (d) to file case, through Forest and Wild Life Department, against the offenders in the competent court of the jurisdiction. 22. Categories of Protected Areas.---There shall be following two categories of protected areas: (1) Government managed protected areas; shall include the protected area declared as such under sections 35, 36, 37, 40, 41, 42, 43, 44, 45, and 46 of the Act. (2) Community managed protected areas; include the protected areas declared as such under sections 38 and 39 of the Act. 23. Conditions for establishing a Private/Community managed protected area.---The permission to establish a private/community managed protected area shall be subject to the following conditions: (1) The owner(s)/community shall own land of appropriate size i.e. not less than 5000 acre for declaring it as a protected area. (2) If required, the owner/community shall arrange parent stock of wildlife from their own resources after meeting all formalities as per provisions of the Act. (3) The owner for declaring an area as private/community managed protected area must provide the following documents along with their application: (a) a site plan of the land proposed to be declared as a protected area including boundary diagram and description of the land, in a form acceptable to the Government; and (b) a proof that the applicant is solely owner/user of the land or written approach of 80% of the community representatives, for its declaration as protected area; (c) The baseline or feasibility report comprises detail of area, species wise census of wildlife and status of vegetation, duly carried out by some recognized agency. (4) The cost of the plan and baseline or feasibility report shall be borne by the owner. (5) Any alterations to boundaries identified in a plan shall be submitted in writing to the competent authority for its approval. (6) The parameters of the boundary of the area shall be clearly demarcated by natural features or boundary pillars. (7) The owner shall manage the protected area through a management plan duly approved by Forest and Wildlife Department. (8) The owner shall maintain proper record of the protected area in which all details such as number of wild animals, mortality and birth, if any, shall be recorded. Mortality of the wild animals shall also be supported by the report of veterinary doctor of any Government recognized institution. 24. Inspection of community managed protected areas.---The officer authorized by Government shall inspect the protected area after every three months or when required to monitor the facilities provided and maintenance of record. 25. Technical Assistance by Government.---The officers authorized by Government shall, if required by the owner, provide on such terms and conditions as may be determined by Government, all possible technical assistance for establishment, maintenance and management of the protected area. 26. Procedure for removal.---No person shall remove from a protected area, any wild animal unless it is covered under a permit/license, issued by owner in lieu of a fee as prescribed for the purpose in a Game Reserve. 27. Hunting in a Private Game Reserve.---(1) The owner of Private Game Reserve may issue as many number of private permits for hunting as described in management plan or recommended by the authorized officer of the Government. (2) The fee for private hunting permit (Form C) mutually decided by the owner and authorized officer of the Government, but in no circumstances it shall be less than an amount fixed by the Government for hunting of the animal of a same species in a Game Reserve for that particular period or from market rate. 28. Maintenance of Protected area.---The owner shall- (1) Keep the wild animals in a clean and hygienic condition; (2) Report to Government about the outbreak of any disease affecting wildlife and post a quarantine notice at the entrance of the protected area when any contagious or infectious disease breaks out. (3) The exotic species shall not be released or introduced in the wild habitat. 29. Trapping near Game Reserves or Sanctuaries.---No person shall kill, shoot, trap snare any wild bird or animal within a Game Sanctuary or Game Reserve or 500 yards from the boundaries of a Game Sanctuary or Game Reserve even if he has a license or permit. 30. Shooting in Game Reserves.---A special permit granted by the Conservator Wildlife and National Parks for shooting birds in a Game Reserve on payment of prescribed fee shall not entitle the holder to kill more than 15 birds. Where a party of four or more special permit holders joins by shoot in the same Game Reserve, they shall not kill more than 60 birds in all. The permit shall be valid for number of days mentioned thereon and shall not be revalidated. 31. Shooting and hunting hours.---No one shall go out for hunting, shooting after sun-set and neither shall lie in waiting near the water points for this purpose. No one shall kill any wild birds or animal by chasing with a vehicle or by the aid of artificial light or by stupefying or baiting. 32. Captive Breeding.---The Government may allow captive breeding of native, exotic species of wild animals and birds for re-introduction, keeping pets, internal trade or export. In case of exotic species, the Rule 19 shall be followed. 33. Categories of Breeding Farms.---(1) There shall be following two categories of captive breeding farms: (a) Wild birds Breeding Farm; and (b) Wildlife Breeding Farm. (2) In category (a) only the farming of wild birds shall be allowed and in category (b) farming of both birds and animals shall be allowed. 34. License and Fee.---(1) A person desirous of operating a captive breeding farm shall apply for license (Form-D) which may be issued by the Divisional Forest Officer concerned in lieu of following category-wise annual fee: Wild birds Breeding farm: Rs.10,000/- Wildlife Breeding farm: Rs.30,000/- (2) A license for a farm shall expire on the last day of each calendar year. 35. Existing Breeding Facilities.---A breeding facility existing before coming into force of these rules shall be got registered by the owner and he will get issued a license in this regard within thirty (30) days of commencement of these rules. 36. Condition for Establishment of a Captive Breeding Farm.---The permission to establish a captive breeding farm shall be subject to the following conditions: (1) the owner shall own land of appropriate size for wildlife farming or shall acquire the land on lease for a minimum period of ten years; (2) an approximate area for a farm shall be 2000 sft. of land for birds, reptiles, amphibians and 174,240 sft. (4 acres) for mammals; (3) the owner shall arrange parent stock of wildlife from his own resources as per provision of the Act and these Rules; (4) an applicant for a license must provide the following documents along with his application: (a) a plan of the land proposed to be included in the farm specifying boundary diagram and description of the land utilization; and (b) a proof that the applicant owns the land or has written permission from the owner of the land to use the land for the farm. (5) any alterations to boundaries identified in a plan, shall be submitted in writing to the competent authority for its approval; (6) the parameters of the boundary of the farm shall be clearly demarcated by a brick wall or chain link fence; (7) all wild housing and related facilities such as cages, enclosures, shelters, medication, feeding and watering shall be managed by the owner which shall be of a desired quality and prescribed specification recommended for the area, the animals and as per season; (8) the owner shall maintain proper record at the farm in which all details such as number, mortality and birth, if any, shall be recorded. Mortality of the birds and mammals shall also be supported by the report of a veterinary doctor of any Government recognized institution; (9) all the birds and animals at the farm shall be properly tagged/micro-chipped. The record of tags/micro-chips shall tally between the owner and the Department. The tags / micro-chips shall be provided by Government on payment. (10) the value of the wildlife kept at the farm shall be assessed by Government with the consent of the owner on the basis of market rates; and (11) the owner shall produce record for checking and monitoring to the officer authorized by Government not lower than the rank of Divisional Forest Officer. 37. Surplus Stock.---The surplus stock available with Government shall be sold to the owner on his demand, on priority basis. 38. Technical Assistance by Government.---The officers authorized by Government shall, if required by the owner, provide on such terms and conditions as may be determined by Government, all possible technical assistance for the establishment, maintenance and management of the farms. 39. Privileges of a licensee.---A person who is the holder of a valid license may sell, exchange or cull any wild bird or animal. 40. Procedure for removal.---(1) No person shall remove from a farm any bird or animal unless it is identified with a band or tag bearing license number of the farm. (2) No owner shall fail to tag the animals and birds kept in the farm. (3) The exotic species shall not be released or introduced in the wild habitat. (4) Except as provided in the Act or rules, no person shall hunt or kill or attempt to hunt or kill any wild or captive bird or animal in the farm other than culling of reared wild birds or animals kept there. 41. Maintenance of the Captive Breeding Farm.---The owner shall; (a) Keep the wild animals in a clean and hygienic condition; and (b) report to Government about the outbreak of any disease affecting wild animals or birds kept in the farm and post a quarantine notice at the entrance to the farm when any contagious or infectious disease breaks out affecting the wild animals. 42. Inspection and monitoring of the captive breeding farm.---(1) The officer of the rank of the Divisional Forest Officer or above shall inspect the farm after every three months to monitor the facilities provided in the farm and maintenance of record. (2) He along with his designated staff may enter in a farm to enforce the provisions of the Act and rules, to inspect the wildlife kept or taken in the farm. 43. Wildlife Park and Aviary.---(1) The Government may or may not allow the establishment of a Wildlife Park and Aviary for multiplication and/or display of wild animals under natural or semi natural conditions for conservation, awareness, education, recreation and research. (2) An owner desirous of operating a Wildlife Park or Aviary shall apply for license (Form-E) which may be issued by the concerned Divisional Forest Officer in lieu of following category-wise annual fees: (a) Wildlife Park: Rs.10,000/- (b) Aviary: Rs.5,000/- (3) A license in this regard shall expire on the last day of each calendar year. 44. Existing facilities of Wildlife Park and Aviary.---A Wildlife Park or Aviary existing before coming into force of these rules shall be got registered by the owner and he shall get issued a license in this regard within thirty days of commencement of these rules. 45. Eligibility for Establishing Wildlife Park or Aviary.---Any owner who may at least have three years experience in handling wild animals and birds, through an application in writing on a prescribed Form, may apply for a license for establishing a wildlife park or aviary. 46. Conditions for Establishing a Wildlife Park or Aviary.---The permission to establish a farm shall be subject to the following condition: (1) the owner shall own land of appropriate size for wildlife park or aviary or shall acquire the land on lease for a minimum period of 5 years. (2) an approximate area for a Aviary shall be 1000 sft. of land for birds, reptiles, amphibians and 5 acres for Wildlife Park. (3) the owner shall arrange the wildlife stock from his own resources after meeting as per provisions of the Act and these Rules. (4) an applicant for a license shall provide the following documents along with his application: (a) a site plan of the land proposed to be used for the purpose including boundary diagram and description of the land; and (b) a proof that the applicant owns the land or has written permission from the owner of the land to use the land for the purpose. . (5) any alterations to boundaries identified in a site plan shall be submitted in writing to the competent authority for its approval. (6) the parameters of the boundary of the facility shall clearly be demarcated by a brick wall or chain link fence. (7) all wild housing and related facilities such as cages, enclosures, shelters, medication, feeding and watering shall be managed by the owner, which shall be of a desired quality and prescribed specification recommended for that area, for the animals and as per season. (8) the owner shall maintain proper record at the facility in which all details such as number, mortality and birth, if any, shall be recorded. Mortality of the birds and mammals shall also be supported by the report of a veterinary doctor of any Government recognized institution. The format of stock register shall be provided by Department. (9) the owner shall produce record for checking and monitoring to the officer authorized by Department not lower than the rank of Divisional Forest Officer. 47. Maintenance of the Wildlife Park and Aviary.---The owner shall; (a) Keep the wild animals in a clean and hygienic condition; and (b) report to Government about the outbreak of any disease affecting wild animals or birds kept in the farm and post a quarantine notice at the entrance to the farm when any contagious or infections disease breaks out affecting wild animals. 48. Inspection and monitoring of Wildlife Park and Aviary.---(1) The officer of the rank of the Divisional Forest Officer or above shall inspect the facility after every three months to monitor the facilities provided in the farm and maintenance of record. (2) He along with his designated staff may enter in the facility to enforce the provisions of the Act and rules, to inspect the wildlife kept or taken in the farm. 49. Zoo/Zoological Garden.---(1) The Government by notification may allow establishment of a Zoo, Zoological Garden or Zoo-cum-botanic garden in the public or private sector or with public-private partnership under such terms and conditions as prescribed by Government from time to time. (2) An owner desirous of operating a Zoo, Zoological garden or Zoo cum botanic garden shall apply for license (Form-F) which may be issued by the concerned Divisional Forest Officer in lieu of following category wise annual fees: (a) For Public Sector: Rs.5,000/- (b) For Private Sector: Rs. 20,000/- (c) For Public -Private Sector: Rs. 15,000/- (3) A license issued in this regard shall expire on the last day of each calendar year. 50. Possession of license.---(1) No person shall go out for purpose of shooting, hunting, coursing with grey hounds or hawking wild birds or animals unless he possesses requisite license with him (Form G or Form H). (2) The license fee for coursing with grey hounds, and for hawking, payable yearly, shall be as under: (a) For the possession of or coursing with Grey hounds. Rs. 500 per hound. (b) For the possession of or hunting with Baz or Jurra. Rs. 2,500/- per bird. Falcon. Rs. 30,000/- per bird. 51. Fee for general.---(1) The general shooting license shall be issued to the applicant on production of a valid shotgun or rifle license in his name. A retainer shall have to obtain a separate shooting license in his own name (Form I). (2) The yearly fee for general shooting license shall be Rs. 2,000 per season. The license holder shall shoot only birds or animals and their number as specified in the Schedule-I of the Act. 52. Fee for possession of animals or birds.---(1) A possession license for wild birds or animals, or trophies or skins is non-transferable. If a wild bird, animal, trophy or skin is sold or given as a gift to other persons the purchaser or the receiver shall append the license or permit of the selling or gift giving party with his application, which shall be cancelled. A new possession license shall be issued to the applicant on payment of the following fee (Form J): Yearly fee for possession shall be as under: (a) Wild animals. Rs. 5,000/- each. (b) Wild birds. Rs. 500/- each. (c) Trophies and skins of all kinds. Rs. 500/- each. (except those included in the Schedule-III of the Act). (2) The possession license for wild birds and animals appended in Schedule-III of the Act can only be provided by Conservator Wildlife and National Parks on written application subject to the provision of following documents: (a) The proof for legal occupation of that animal such as hunting or capturing permit/license under which that particular animal, bird, trophy, skin or horn etc come under the possession of applicant. (b) The copy of CNIC and four passport size photographs. 53. Fee for import and export of wild animals/birds.---For import and export of wild animals or birds, a permit shall be granted by the Government in case of international and by the district head of Forest and Wild Life Department in case of inter provincial import/ export, on payment of the following fee. (Form K to N): Fee for international import permit. 1. Game animals. Rs.5,000/- each. 2. Game birds. Rs. 2,500 /- each 3. Predatory animals. Rs. 3,000/- each. 4. Predatory birds. Rs. 5,000/- each. 5. Trophies and skins of all kinds. Rs. 1,000/- each. Fee for international export permit. 1. Game animals. Rs.10,000 /- each. 2. Game birds. Rs. 5,000/- each 3. Predatory animals. Rs. 6,000/- each. 4. Predatory birds. Rs.10,000/- each. 5. Trophies and skins of all kinds. Rs. 2,000/- each. Fee for inter provincial import permit. 1. Game animals. Rs.2,500/- each. 2. Game birds. Rs. 500/- each 3. Predatory animals. Rs. 1, 500/- each. 4. Predatory birds. Rs. 2,500/- each. 5. Trophies and skins of all kinds. Rs. 500/- each. Fee for inter provincial export permit. 1. Game animals. Rs.5,000/- each. 2. Game birds. Rs. 500/- each 3. Predatory animals. Rs. 3,000/- each. 4. Predatory birds. Rs. 5,000/- each. 5. Trophies and skins of all kinds. Rs. 1,000/- each. (No export permit shall be issued for animals or birds mentioned in the Schedule-III of the Act). 54. Fee for dealer s license.---A dealer s license shall be issued by the Conservator of Forest concerned on recommendation of his Deputy Conservator Forest/Divisional Forest Officer concerned as the case may be, only on cash payment of the following fee and the dealer shall comply with the provisions of sections 15, 16, 18 and 19 of the Act. The DFO/DCF/RFO/SDO Wildlife as the case may be, shall maintain a register of dealings as directed. The dealer shall issue a receipt to the buyers of a animal or birds which shall be appended by him while applying for possession license (Form O): Dealer s license fee payable yearly shall be Rs.5,000/- (No person shall deal in the animals or birds mentioned in the Schedule-III of the Act). 55. Fee for trapping permits.---(1) Any person, local authority, statutory organization or Government Department desiring a permit for capture of wild birds or animals under section 16, shall submit an application in writing to Government, stating: (a) the number and kind of birds and/or animals to be captured. (b) the purpose for which they are needed. (c) the nature of capturing operation. (d) the days when these operations will be carried out, and (e) the place where the capturing operation will be carried out together with grounds for choosing that place. (2) A permit for capturing wild birds or animals shall be granted by the Conservator of Forests of respective Circle, on payment of the following Fee (Form P): Permit fee for capturing: (a) Wild birds. Rs.1,000/- per birds (b) Wild animals. Rs.5,000/- per animal (including predators) (3) Every such permit holder shall as soon as possible report to Government and the Chief Conservator or Conservator of Forests or the Deputy Conservator of Forests or the Divisional Forest Officer simultaneously, the number and kind of birds and/or animals so captured. 56. Fee for special shooting permit.---A special permit for shooting in a Game Reserve shall be granted by the Conservator of Forests concerned subject to the provisions of rule 21, on payment of Rs. 1500/- per gun per day per bird. The permit shall be issued for Wednesdays, Saturdays or Fridays only and it shall not be revalidated (Form Q). 57. Record of license issued.---All license issuing authorities shall maintain a register for record on form (Form R). 58. Repeal.---The Balochistan Wildlife Protection Rules, 1975 are hereby repealed.
