BALOCHISTAN CIVIL SERVICE (EXECUTIVE BRANCH) RULES, 1984 BALOCHISTAN CIVIL SERVICE (EXECUTIVE BRANCH) RULES, 1984 (Amendments) [Gazette of Balochistan Extraordinary, 13th December, 2016] No. S.O (R-II)(22)48 / 2016-S&GAD / 4358-79, dated 13.12.2016.---In exercise of powers conferred by section 25 of the Balochistan Civil Servants Act, 1974 (Act No.IX of 1974), the Government of Balochistan is pleased to make the following amendments in the Balochistan Civil Service (Executive Branch) Rules, 1984, namely:-- In the aforesaid rules:- (a) in rule 5 in sub-rule (4), for clause (b), the following shall be substituted:- (b) "as and when the post becomes available to be filled by promotion under clause (b) of sub-rule (3), the same shall be circulated for inviting applications to be received within 15 days of the date of circular letter from amongst the following categories of employees, who possesses Bachelor's Degree and holds substantive post of BPS-17 and BPS-16 having at least three (3) years service as such. Upon receipt of applications the S&GAD shall prepare a Select List "B" in accordance with the Form 2 appended to these rules, within one (1) month of the last date of application:- (i) Balochistan Secretariat Service and Board of Revenue. (1) Private Secretaries (BPS-17); (2) Superintendents (BPS-17); and (3) Assistant Private Secretaries (BPS-16); and (ii) Commissioner's Offices. (1) Private Secretaries (BPS-17); (2) Superintendents (BPS-17); and (3) Assistant Private Secretaries (BPS-16); and Explanation: The promotion against ministerial quota from the above mentioned Select List "B" shall be made on merit-cum-fitness basis/PERs synopsis and ability to hold the higher post. The applicants will have to provide their C.Vs/Bio-data and regular promotion Notifications along with their applications." (b) for rule 6, the following shall be substituted:- "6. Age.---No person, who is less than 21 years or more than 28 years of age shall be appointed to the Service by initial recruitment: Provided that only the upper age limit may be relaxed in terms of rule 4 of the Balochistan Government Initial Appointment to Civil Service Posts (Age and Relaxation of Upper Age Limit) Rules, 2012."
