ACT II OF 2017 ACT II OF 2017 BALOCHISTAN PERSONS WITH DISABILITIES ACT, 2017 An Act to promote and ensure full and effective inclusion of Persons with Disabilities in the community in line with the Islamic teachings and international best practices to protect their rights [Gazette of Balochistan Extraordinary, 8th June, 2017] No. PAB/Legis:v(02)/2017, dated 8.6.2017.---The Balochistan Persons with Disabilities Bill (Bill No.02 of 2017) having been passed by the Provincial Assembly of Balochistan on 20th May, 2017 and assented to by the Governor, Balochistan on 07th June, 2017 is hereby published as an Act of the Balochistan Provincial Assembly. Preamble.---WHEREAS it is expedient to put in place legal and institutional framework to protect the rights of the Persons with Disabilities: It is hereby enacted as follows:- CHAPTER III ADMINISTRATION OF RIGHTS 21. Strengthening and renaming of the Provincial Council for the Rehabilitation of Disabled Persons.---(1) There shall be restructuring and renaming of the Provincial Council for the Rehabilitation of Disabled Persons to an autonomous body shall be called as Provincial Council for the Rights of Persons with Disabilities consisting the following:- (i) Provincial Minister for Social Welfare Department; Chairperson (ii) Secretary Social Welfare Department; Vice Chairperson (iii) Representative of Civil Society working on Disabilities; Co-Chair (iv) Person with Disability (on yearly rotation Basis); Deputy Chairperson (v) DG of provincial Health Departments; Member (vi) One representative each (not below the level of Additional Secretary) of the Planning and Development Department, Law Department, Finance, Manpower, Home, Labour, Education, Sports and Culture Department, Industries, Services and General Administration Department, C&W, Women Development Department; Members (vii) Divisional Director of Religious Affairs and Interfaith Harmony; Member (viii) Director Bait-ul-Mal; Member (ix) President or nominee of Balochistan Chamber of Commerce and Industries; Member (x) Four persons to be nominated by the Provincial Council from amongst the DPOs and persons engaged in the empowerment of Persons with Disabilities; Members (xi) Two MPAs (one male and one female) to be nominated by the Speaker of Provincial Assembly; Members (xii) DG Social Welfare and Special Education Focal Person on UNCRDP. Member/ Secretary (2) The government functionaries represented on the council shall hold their offices ex-officio. The private appointees shall be appointed by the government for a period of three years and shall be eligible for reappointment for one additional term.
