ACT XIII OF 2018 ACT XIII OF 2018 BALOCHISTAN ARTS COUNCIL ACT, 2018 An Act to provide for the establishment of the Balochistan Arts Council to promote the Art and Craft of the people of Balochistan [Gazette of Balochistan Extraordinary, 19th June, 2018] No. PAB/Legis: V(24)/2018/1332, dated 19.6.2018.---The Balochistan Arts Council Bill (Bill No.24 of 2018) having been passed by the Provincial Assembly of Balochistan on 28th May, 2018 and assented to by the Governor Balochistan, on 13th June, 2018 is hereby published as an Act of the Balochistan Provincial Assembly. Preamble.---Whereas, it is expedient to provide for the establishment of the Balochistan Art Council for patronage, promotion and development of art and craft in Balochistan and matters connected or ancillary thereto; It is hereby enacted as follows:- 8. Board of Governors.---(1) The management, overall control and supervision of the affairs of the Council shall vest in a Board of Governors consisting of twelve non official members and six ex-officio members, out of whom at least three shall be renowned cultural activist women. (2) Non-official members shall be appointed by the Chief Minister for a term of three years, reckoned from the date of appointment, from amongst those who have some accomplishment in the field of art and interested in the promotion of art and culture. The non-official members may be appointed for two terms only. (3) The Chief Minister shall be the Chief Patron of the Council; (4) The following shall be ex-officio members of the Board:- (a) Secretary to Government of Balochistan, Culture, Tourism and Archives Department; (b) Secretary to Government of Balochistan, Finance Department; (c) Head of the Fine Arts Department, University of the Balochistan, Quetta; (d) Commissioners of all six divisions; (e) Six Members of Civil Society (women) of all six divisions; and (f) Director Culture, Balochistan Arts Council who shall also be the Secretary of the Board. (5) The Minister Culture shall be the Chairperson of the Board and in his absence, the Secretary Culture, Tourism and Archives shall act as chairperson. (6) A non-official member may by writing under his hand addressed to the Chairperson resign his office. The case to fill this vacancy for the remaining tenure shall be initiated by the Department in accordance with above subsection (2). (7) A non-offitial member may be removed by the Chairperson with approval of the Chief Minister if his conduct is prejudicial to the interests of the Council or who is guilty of grave misconduct, and a member so removed shall not be reappointed.
