Power to make regulations.--(1) The Council may, by notification in the official gazette, make regulations for carrying out its functions, not inconsistent with the provisions of this Ordinance. (2) Without prejudice to the generality of the foregoing powers, such regulations may also provide for the appointment of its officers, members of staff, consultants, advisors, and such other persons, and the terms and conditions of their services.
