Removal of difficulty.--If any difficulty arises in giving effect to any of the provisions of this Ordinance, the Provincial Government may make such order, not inconsistent with the provisions of this Ordinance, as may appear to the Provincial Government to be necessary for the purpose of removing the difficulty: Provided that no such power shall be exercised after the expiry of one year from coming into force of this Ordinance.
