Amendment of section 31, Act XXXIX of 1974.--In the Allama Iqbal Open University Act, 1974 (XXXIX of 1974), in section 31, after subsec tion (2), the following new subsection shall be added, namely :- "(3) No order on an appeal or application for review shall be passed without affording to the appellant or applicant, as the case may be, an opportunity of being heard.".
