Measures to avoid attraction of birds.---(1) The Central Government may by order require the owner or the person in possession or having the management or control of any tannery, slaughter-house, cattle-yard, fish-drying area, refuse-dump or other place within a specified area which attracts birds to take within such period as may be specified in the order such measures for avoiding attraction of birds which may endanger the safety of aircraft as may be so specified. (2) Any person affected by an order under sub-section (1) may, within thirty days following the order, make an application to the Central Government for a review of the order on the ground that the measures directed to be taken are not necessary or that alternative measures described in the application would be equally effective for avoiding attraction of birds. (3) The Central Government may, after considering the application made under sub-section (2) and giving the applicant an opportunity of being heard, modify, cancel or confirm the order made under sub-section (1).
