Notwithstanding anything to the contrary contained in this Ordinance:-- (a) The Regulations eel out In the Schedule shall be deemed to be the first Regulations framed by the Board under section 20 ; and (b) Government may frame regulations, and the regulations so framed shall become a part of the Schedule.
