Appointment of Subordinate Officers and men.---The appointment of all officers and other members of the Constabulary, other than those men tioned in subsection (1) of section 6, shall be made by the Commandant, Deputy Commandant or the District Constabulary Officers who shall respec tively exercise such powers in such manner as may be prescribed.
