Withdrawal of application before initiation.--An application under section 20 may be withdrawn prior to initiation, in. which case it shall be considered not to have been made: Provided that upon the withdrawal of an application any fee paid along- with. the application pursuant to clause (i) of subsection (2) of section 20 shall stand forfeited in favour of the Commission.
