Cognizance of offences.--(1) Notwithstanding anything contained in the Code of Criminal Procedure, 1898 (Act V of 1898), no Court other than a Court of Session shall have jurisdiction to try any person charged with an offence under section 69. (2) No Court of Session shall take cognizance of an offence under subsection (1) except on a complaint in writing made by order of, or authority from the Commission signed by any two members of the Commission.
