Constitution, functions and powers of the Authorities. ‑‑‑(1) Subject to the provisions of the Ordinance, the constitution, functions and powers of the Authorities for which no specific provisions has been made in this Ordinance shall be such may be prescribed by Statutes. (2) No act, proceedings, resolution or decision of any Authority shall be invalid by reason only of any vacancy or defect in the constitution of or in the appoint or nomination of any member of the Authority.
