BALOCHISTAN LOCAL GOVERNMENT ELECTIONS ORDINANCE, 2000 (EXTENSION OF PROVINCIALLY ADMINISTERED TRIBAL AREAS OF BALOCHISTAN) RE BALOCHISTAN LOCAL GOVERNMENT ELECTIONS ORDINANCE, 2000 (EXTENSION OF PROVINCIALLY ADMINISTERED TRIBAL AREAS OF BALOCHISTAN) REGULATION, 2002 REGULATION I OF 2002 A Regulation to apply the Balochsitan Local Government Elections Ordinance, 2000 (VI of 2000), to the Provincially Administered Tribal Areas of the Balochistan [Gazette of Balochistan, Extraordinary, 9th July, 2002] No. 1egis.4-17/Law/70-II, dated 9-7-2002.--The following Regulation made by the Governor of Balochistan on 1st July, 2002, is hereby published for general information:-- Whereas it is expedient to apply the Balochistan Local Government Elections Ordinance, 2000 to the Provincially Administered Tribal Areas of the Balochistan. Now, therefore, in pursuance of the Proclamation of Emergency of the Fourteenth day of October, 1999 and in exercise of powers conferred by Article 5 of the Provisional Constitution Order, 1999 (Order No. 1 of 1999) and with clause (4) of article 247 of the Constitution of the Islamic Republic of Pakistan, 1973, and in exercise of all powers enabling him in that behalf, the Governor of Balochistan with the prior approval of the President is pleased to make the following Regulation:-- 1. Short title, extent and commencement.--(1) This Regulation may be called the Balochistan Local Government Elections Ordinance, 2000 (Extension to Provincially Administered Tribal Areas of Balochistan) Regulation, 2002. (2) It shall apply to whole of the Provincially Administered Tribal Areas of Balochistan. (3) It shall come into force at once and shall be deemed to have taken effect on the 5th day of October, 2000. 2. Application of Laws.--The provisions of the Balochistan Local Government Elections Ordinance, 2000 (VI of 2000), and all rules order, notifications made or issued thereunder on or after the 5th October, 2000 shall apply to the Provincially Administered Tribal Areas of Balochistan. 3. Certain laws to cease to operate.--(1) If, immediately before the commencement of this Regulation there was in force in the Provincially Administered Tribal Areas or any part thereof any law, instruments, custom or usage having the force of law corresponding to the Ordinance mentioned in section 2, then such law, instrument, custom or usage shall, upon such commencement, cease to have effect in the said areas. (2) Nothing in subsection, (1) shall affect,-- (a) the previous operation of such law, instrument custom or usage; or (b) any obligation or liability acquired or accrued or any penalty, forfeiture or punishment incurred in respect of any offence punishable under, such law, instrument., custom of usage; or (c) any investigation legal proceeding or remedy in respect of any such obligation, liability, penalty, forfeiture or punishment may be imposed, as of subsection (1) had not come into force. 4. Validation.--Anything done, proceeding initiated, order passed, power exercised and power conferred on, or by any authority under the law specified in section 2 and rules, orders and notifications made or issued thereunder on or after the 5th October, 2000, shall be deemed to have been validly done, initiated, passed, issued, exercised and conferred.
