The following Ordinance made by the Governor of Balochistan on 8th July, 2002, is hereby published for general information: 12. Powers and duties of the Vice-Chancellor.---(1) The Vice- Chancellor shall be the principal executive and academic officer of the University and shall ensure that the provisions of this Ordinance, the Statute, the Regulation and the Rules are faithfully observed in order to promote general efficiency and good order the University and shall have all powers necessary for this purpose include administrative control over all officer teachers and students employees of University. (2) The Vice-Chancellor shall, besides presiding at convocation of University in the absence of the Chancellor shall if present preside at the meetings of the Authorities or other bodies of the University, Colleges and institutions of which Vice-Chancellor may not be the head. (3) The Vice-Chancellor may take such action in an emergency as may be considered necessary by him and report thereafter as soon as possible, the action so taken to the officers, Authority or other body which in the ordinary course, would have taken that action. (4) The Vice Chancellor' shall also have the powers. (a) to create and fill temporary posts for a period not exceeding six months; (b) to sanction all expenditure provided for in the approved budget and appropriate Funds within the same major head expenditure; (c) to sanctions re-appropriation of an amount not exceeding five hundred thousand rupees for an unforeseen item not provided for in the budget, report into the Syndicate at the next meeting; (d) to appoint paper setters and examiner for all examinations of University after receiving panels of names from the relevant Authority; (e) to make such arrangements for the scrutiny of papers, marks and results he may consider necessary; (f) to direct teachers, officers and employees of the University to take assignments in connection with teaching, research, examination, administration and such other activities of University as he may be considered necessary for the purposes of the University; (g) to delegate subject to such conditions, if any, as may be prescribed, any of the powers under Ordinance to an Officer or the employees of the University; (h) to exercise general control and supervision over the system of examination in the University; (i) to exercise and perform such other powers and functions as may be prescribed: (j) to appoint visiting Professor, Associate Professors, Assistant Professors and Lecturers in various Disciplines for a periods not more than the Academic year on the terms and conditions as may be prescribed and (k) to appoint employees below the rank of Lecturer and equivalent office.
