Nothing herein contained and nothing contained in any other enactment for the time being in force shall be deemed to affect in any way the inherent power of the Azad Jammu and Kashmir Government to grant petitions of mercy and pardon or its power of remitting, commuting, reducing or suspending sentences conditionally or otherwise.
