BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 An Ordinance to provide for the establishment of Juniper University [Gazette of Balochistan, Extraordinary, 14th December, 1996] No. LEGIS.I‑108/LAW/96, dated 14‑12‑1996. The following Ordinance made by the Governor of Balochistan on 30th November, 1996, is hereby published for general information:‑‑--- 11. The Vice‑Chancellor.‑‑(1) The Vice‑Chancellor shall be appointed by the Chancellor in consultation with the Board of Governors for such period and on such terms and conditions as the Chancellor may determine, and shall perform such duties as the Chancellor may direct. (2) The Vice‑Chancellor shall exercise general control and supervision over the affairs of the University and shall ensure that the provisions of this Ordinance, the regulations, the rules, policies and directions of the Board, Committee and the Council are properly executed. (3) The Vice‑Chancellor shall perform such other functions as may be entrusted to him by the Chancellor, the Board, the Committee or the Council and, in particular, shall: (a) submit plans of work and budget estimates of the University for recommendations of the Council and thereafter, for approval of the Committee; (b) submit to the Committee, in accordance with the Rules of Procedures made by it, reports, on the activities of the University and the execution of the plans of work; and (c) provide necessary service to the Board and the Committee. (4) The Vice‑Chancellor shall also have the power; (a) to supervise the activities connected with the execution of programmes for instruction, training, research, demonstration, inventions, innovations and other services; (b) to authorize expenditure provided for in the budget in accordance with the rules; (c) to appoint, with the approval of the Committee, teachers, officers and members of the staff of the University and such other persons as may be necessary in accordance with the Rules so as to ensure the highest intellectual and moral qualities in the persons appointed; (d) to re‑appropriate funds within the approved budget (e) to sanction by re‑appropriation an amount not exceeding a sum specified in the Rules and Regulations for an unforeseen item not provided for in the Budget, and report it to the Committee; (f)‑to engage experts and consultants as may be required for efficient and effective discharge of the functions of the University; (g) to constitute from amongst the officers and staff of the University such Committee, sub‑committees and Working groups as he may deem necessary; (h) to perform such other functions and exercise such other powers as may be entrusted to him by the Board or the Committee from time to time and (i) to delegate any of his powers to any officer of the University subject to such conditions as may deem necessary.
