BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 An Ordinance to provide for the establishment of Juniper University [Gazette of Balochistan, Extraordinary, 14th December, 1996] No. LEGIS.I‑108/LAW/96, dated 14‑12‑1996. The following Ordinance made by the Governor of Balochistan on 30th November, 1996, is hereby published for general information:‑‑--- 12. The Pro‑Vice‑Chancellor Administration and Finance.‑‑(1) Subject to the overall supervision of the Vice‑Chancellor, the Pro‑Vice‑Chancellor Administration and Finance shall be incharge of the administrative and financial affairs of the University and shall formulate and recommend to the Committee or the Council for approval, Rules, and Regulation relating to financial and administrative matters of the University. (2) The Pro‑Vice‑Chancellor administration and finance shall have powers: (a) to liaise with Government agencies, local bodies and other authorities in connection with the financial and administrative affairs of the University; (b) to administer the financial resources of the University; (c) to administer the residences of the students, teachers and other staff members of the University; (d) to supervise the extra‑curricular and recreational activities of the University, including the matters of health and general welfare; (e) to maintain discipline in the University; (f) to sanction expenditure provided for in the approved budget in accordance with the Rules; (g) to appoint staff members of the University against vacant posts in accordance with the Rules and Regulations; (h) to engage such casual workers, subject to budgetary provisions, as may he required from time to time; (i) to initiate disciplinary actions against the employees of the University and impose penalties, including suspension, removal or dismissal from service in the University in accordance with the Rules and Regulations; (j) to perform such other functions and exercise such other powers, as may be entrusted to him by the Board, the Committee, the Council of the Vice Chancellor; and (k) to delegate any of his powers to any officer of the University subject to such conditions as he may deem necessary.
