BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 An Ordinance to provide for the establishment of Juniper University [Gazette of Balochistan, Extraordinary, 14th December, 1996] No. LEGIS.I‑108/LAW/96, dated 14‑12‑1996. The following Ordinance made by the Governor of Balochistan on 30th November, 1996, is hereby published for general information:‑‑--- 20. Powers and Functions of the Executive Committee.‑‑(1) The Committee shall exercise and perform the powers and functions as follows, namely‑‑ (a) to hold, control and administer the property, funds and resources of the University and borrow or raise money for the purpose of the University upon such security as may be required; (b) to acquire or dispose of any movable or immovable property of the University; (c) to formulate and approve long term strategy, policies and plans governing the activities and operations of the University so as to ensure its autonomy in teaching research and other academic work; (d) to recommend creation of the new components of the University, such as school, department, faculty, division or any other teaching or research unit for approval of the Board. (e) to approve plan of work and annual budget of the University; (f) to call for and consider reports relating to the activities of the University and the execution of the plans of work and to direct the Vice -Chancellor to furnish information relating to any matter specified by the Committee. (g) to create such academic or administrative posts as it may deem necessary on specified terms and conditions and to approve appointment on the recommendation of a duly constituted selection committee; (h) to undertake responsibility for the financial viability of the University, including responsibility for ensuring effectiveness of its operations their continuity and preservation of the autonomy of the University; (i) to approve all affiliations and other arrangements through which institutions may become associated with the University; (j) to appoint from amongst its members such committees or sub committees as it may deem necessary; (k) to take all such initiatives as it may consider necessary or desirable for the efficient and effective management and functioning of the University. (2) The Committee may delegate any of its powers to the Vice- Chancellor, the Pro‑Vice‑Chancellor and other appropriate levels of management in the University subject to such conditions as it may deem fit to impose.
