BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 BALOCHISTAN JUNIPER UNIVERSITY ORDINANCE, 1996 An Ordinance to provide for the establishment of Juniper University [Gazette of Balochistan, Extraordinary, 14th December, 1996] No. LEGIS.I‑108/LAW/96, dated 14‑12‑1996. The following Ordinance made by the Governor of Balochistan on 30th November, 1996, is hereby published for general information:‑‑--- 26. Powers and Duties of the Governing Council.‑‑(1) Subject to the general control of the Board and the Committee, the Council shall be the executive body of the University and shall carry out its day to day administration. (2) In particular and without prejudice to the generality of the foregoing provision, the Council shall have power to‑‑ (a) exercise executive and financial control over the administration of the University; (b) manage the properties and assets of the University; (c) prepare the annual budget estimates and annual statement of accounts of the University; (d) lay down and define the functions of various constituents parts of the University, including its colleges and committees; (e) sanction schemes for under graduate and post‑graduate programmes of teaching and research in Social Sciences, Humanities, management and other allied disciplines; (f) develop and approve non‑degree programmes of specialized teaching or training leading to the award of diplomas or certificates in area of Social Sciences, Humanities, Management and other disciplines/area of study; (g) approve schemes of faculty development for specialization in Social Sciences, Humanities, Management and other disciplines/areas of study; (h) develop and promote collaboration with other appropriate bodies for the development of courses in Social Sciences, Humanities, management and other disciplines/areas of study; (i) score the services of the experts on terms and conditions as it may deem fit; (j) approve regulations for administrative and financial matters concerned with or incidental to the provisions of this Ordinance; (k) perform such other functions as may be necessary for the realization of its approved targets and objectives; and (l) delegate, from time to time, to the Pro‑Vice‑Chancellors, the Deans and other appropriate levels of management such powers and functions as it may consider necessary for the purpose of this Ordinance.
