ORDINANCE XVIII OF 2001 ORDINANCE XVIII OF 2001 BALOCHISTAN LOCAL GOVERNMENT ORDINANCE, 2001 An Ordinance to establish, reconstruct and regulate the Local Governments in the Province of Balochistan [Gazette of Balochistan, Extraordinary, 9th August, 2001] No. Legis:I‑122/Law/2000‑111, dated 9‑8‑2001.‑‑‑The following Ordinance made by the Governor of Balochistan on 8th August, 2001 is hereby published for general information: Whereas it is expedient to devolve political power and decentralize administrative and financial authority to accountable Local Governments for good governance, effective delivery of services and transparent decision making through institutionalized participation of the people at grass‑root level; And whereas the Provincial Assembly of Balochistan is dissolved, the Governor is satisfied that circumstances exist which render it necessary to take immediate action; Now, therefore, in pursuance of Article 4 of the Provisional Constitution (Amendment) Order, 1999 (Chief Executive's Order No.9 of 1999 and in exercise of all powers enabling in that behalf, the Governor of Balochistan is pleased to make and promulgate the following Ordinance:‑‑ CHAPTER VII UNION ADMINISTRATION 76. Functions of the Union Administration. ‑‑‑The functions of Unions Administration shall be‑ (a) to collect and maintain statistical information for socio‑economic (b) to consolidate village and neighbourhood development needs and them into union wide development proposals with the approval of the Union Council and make recommendations thereof to the District Government or Tehsil Municipal Administration as the case may be; (c) to identify deficiencies in the delivery of services and make recommendations for improvement thereof to the Tehsil Municipal Administration; (d) to register birth, deaths and marriages and issues certificates thereof; (e) to make proposal to the Union Council for levy of rates and fees specified in the Second Schedule and to collect such rates and fees within the Union: (f) to establish and maintain libraries (g) to organize inter‑Village or Neighbourhood sports tournaments, fair shows and other cultural and recreational activities; (h) to organize cattle fairs and cattle markets; (i) to disseminate information on matter" of public interest; (j) to improve and maintain public open spaces, public gardens and playgrounds; (k) to provide and maintain public sources of drinking water, including wells, water pumps, tanks, ponds and other works for the supply of water; (l) to maintain the lighting of streets, public ways and public places through mutual agreement with the Tehsil Municipal Administration; (m) to arrange facilities for the handicapped, destitute and poor; (n) to provide protection against stray animals and animal trespass, and to establish cattle pounds; (o) to regulate grazing areas; (p) to assist the relevant authorities in disasters and natural calamities, and assist in relief activities, including de‑silting of canals; (q) to cooperate with the public, private or voluntary organizations, engaged in activities similar to those of the Union; (r) to execute the projects of the approved Union Annual Development Plan by contracting out to the private sector in the manner as may be prescribed and to obtain support of the Tehsil Municipal Administration or District Government for such execution; and (s) to assist the Village Councils or; as the case may be. Neighbourhood Councils in the Union to execute development projects.
