ORDINANCE IX OF 1979 ORDINANCE IX OF 1979 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1979 CHAPTER V‑ELECTION AND RELATED MATTERS 20.‑(1) Save as otherwise provided, election of members of all Union and District Councils, Municipal Corporation, Municipal Committees and Town Committees shall be held on the basis of adult franchise through secret ballot while the Tehsil Council would consist of the Chairman of the Union Councils in the area of the Tehsil. Below the Union Councils, there may be non‑formal bodies at village level in the rural areas and mohallah level in the urban areas to be called . Panchayats or by any other appropriate name. All these bodies would be constituted on the basis of concensus of residents of the village or mohallah and not through any formal elections. The procedure for obtaining such consensus shall be prescribed. (2) The Electoral unit may be multi‑member or single member and in any mull‑member electoral unit the candidates securing the highest number of votes shall be elected, (3) Every voter within an electoral unit shall have only one vote irrespective of the number of members to be elected from the electoral unit.
