Disposal of business.‑(1) The business of a Local Council to the extent and in the prescribed manner shall be disposed of at its meeting, or at the meetings of its sub‑committee or by its Chairman or servants or other functionaries. . , (2) A Local Council shall have the power to act notwithstanding any vacancy in its membership. (3) No proceedings shall be invalid by reason only that some person who was not entitled to do so, set and voted, or otherwise took part in the proceedings. (4) A Local Council may appoint sub‑committees consisting of such number of its member and other persons, if any to perform such functions in such manner as may be prescribed.
