ORDINANCE IX OF 1979 ORDINANCE IX OF 1979 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1979 CHAPTER IX‑FUNCTIONS OF TEHSIL COUNCILS. 55. Local Government and Rural function of Tehsil Councils.‑Both Local Government functions and Rural Development functions of Tehsil Councils are listed b.‑low :‑‑ (1) To act as construction and maintenance agency for the following sub -sectors :‑ Primary, middle and secondary school Rural health clinics, family welfare clinics. Basic health units, Piped water supply, Potable water storage tanks Hand-pumps/Tube‑wells. Karez. Sanitation. Farm to market roads. Note.‑.‑In persuance of the above, the Tehsil Councils shall be respon sible for site selection, project preparation, land acquisition. where necessary, construction and maintenance of new buildings as well as the maintenance of already completed projects. (2) Procurement and distribution of locally made equipment and material for health centres and schools; (3) Take appropriate measures, on its own or on behalf of the District Council, for the development of rural skills, crafts and cottage industry ; (4) Monitor the implementation of development projects of the line Departments by regular review meetings, inspections and review of periodic progress reports. (5) Make recommendations about the location of various facilities to the District Council ; (6) Identify gaps in various sectors in the Tehsil areas and to take steps to remove these. gaps with the available resources in accordance with the priorities laid down by the District Council ; (7) Keep a watch over the actual supplies and delivery of various agri cultural and service inputs within the Tehsil . area and to report any inadequacies to the supplies organizations/District Councils. (8) Circulate widely the information on the projects, allocations and physical programmes to be executed by various line departments and the Tehsil Council within the Tehsil area to enlist the voluntary financial and material support to the local development Programmes and to stimulate better community supervision ; (9) To encourage and to facilitate the formation of association for collective use and collection of charges for services such as watercourse Management, co‑operative tube‑well development, etc. (10) Distribution of electricity and collection of consumption charges in Tehsil area ; (11) Prevention and regulation of encroachments on public ways, public streets and public places, under the Management of Tehsil Council ; (12) Regulation or prohibition of the watering of cattle bathing at or near wells, ponds or other sources of water reserved for drinking purposes ;, (13) Regulation or prohibition of the steeping of hemp, jute or other plants in or near ponds of other sources of water supply ; (14) Provision of relief measures in the event of any fire, flood, hail storm, earthquake or other natural calamity ; (15) To assist the village revenue officials in the Tehsil by whatever name called howsoever designated, in the proper performance of their duties with regard to the collection of rent or land revenue, and the general administration ; (16) To report to competent authority all cases of damage to or encroachment upon any public road, street way, or any public places, buildings or property ; (17) To publicize in the markaz all matters the publicity of which is required by the Government or other competent authority ; (18) To assist officials in the execution of their official duties and to furnish such information as may be required by them for official purposes ; (19) Provision, maintenance and management of sarais, dak bungalows, rest houses and other buildings for the convenience of travellers ; (20) Prevention and abatement of nuisance on public roads, public streets and public places ; (21) Civil defence, rifle training and other training necessary for public security ; (22) Initiation, promotion, undertaking individually or on cooperative basis of commercial schemes, like the establishment of cattle, poultry, fish and agricultural farms, installation of tubewells, construction of tanks for the storage of irrigation water, establishment of workshops for manufacture and repair of agricultural implements and machinery, provision and maintenance of transportation services, construction of shops, establishment of markets and other commercial enterprises for which funds are available ; (23) Whoever trespasses into or is in wrongful occupation of a building or property which vests in or is managed, maintained or controlled by a Tehsil Council may, in addition to any other penalty to which he may be provided by the Tehsil Council, be ejected with such force as may be necessary.
