ORDINANCE IX OF 1979 ORDINANCE IX OF 1979 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1979 CHAPTER X‑FUNCTIONS of DISTRICT COUNCILS 60. Local Government and Rural Development function of District Councils.‑Both Local Government functions and rural development functions of District Council in the rural areas are listed below;-- (1) Aggregation of the financial allocation and physical programmes and targets received from the Provincial Government in different sectors and to draw up a District Development Programme. In this work the Council will take into account Federal Projects, their allocations and the physical targets falling in or benefiting the districts (Generally the organization may develop and take on complete planning functions) ; (2) To take proposals, if necessary, to the Provincial Planning and Development Department for modifications in the aggregate district programme after identifying the (a) gaps, (b) internal inconsistencies (c) compatibility of the programme with capacity available ill the District for implementation, maintenance and supervision and (d) evaluating it in the light of local priorities ; (3) To facilitate the formation of associations for the performance of tasks that can be done only collectively or can better be performed collectively, for example, consumer association for distribution of electricity, farmers association for watercourses management, associations for distribution of agriculture inputs, co‑operative marketing associations, etc. ; (4) To discharge the overall responsibility for the identification of projects and appraisal and approval of projects prepared and to be constructed by Tehsil Councils in the following sub‑sectors :‑ Primary, middle and secondary schools Rural health centres ; Basic health units ; Family welfare clinics ; Piped water supply ; Potable water/storage tanks ;., Handpumps ; Sanitation ; Rural roads. (5) Disbursement of ADP funds for the approved projects, (placed at the disposal of District Council by the Provincial Government) to various Tehsil Councils ; (6) To arrange the procurement and distribution of locally made equip ment and materials for health centres and schools (7) To take appropriate measures for the development of skills, crafts and cottage industries. (Development of skills would include promotion of indus trial homes, domestic and cottage level crafts and trades, modest repairs of agricultural and other machinery, training of Union mazdoors etc.); (8) To review the implementation of the District development programme (as an extension of the function of P&D Department and as their agent) by holding review meetings within the district as well as through periodic inspections and progress reports from the Tehsil ; (9) To submit to the Planning and Development Department regular progress reports on the implementation of Development projects at different levels within the district ; (10) To evolve standard designs and specification to the extent possible and desirable in harmony with the general conditions obtaining in the district and use appropriate technology to execute its development projects on a more economic basis ; (11) To monitor the supply of agricultural inputs and to make appro priate recommendations to the concerned authorities ; (12) To formulate Tehsil development programmes derived from the district development programme in consultation with the respective Tehsil Councils and to review periodically its implementation ; (13) Disseminate information about the projects and allocations of funds .for the District Development Programmes throughout the district to keep the people fully informed about the projects to be executed in the district. This will not only mobilise the interest of the people in the development work, for the district but also make them more watchful about the use of develop ment funds by the better community supervision ; (14) Provision, maintenance, improvement and management of its public roads, public streets and public ways, culverts, bridge, publics buildings, wells, water pumps, tanks, ponds and other works of water supply ; (15) Plantation and preservation of trees on road sides, public ways, and public places ; (16) Provision and maintenance of public gardens, public playgrounds and public places; (17) Popularization of improved methods of agriculture, maintenance of improved agricultural implements and machinery and landing of such implements and machinery to cultivators and adoption of measures for bringings waste land under cultivation; (18) Promotion of agricultural credit, agricultural education and adoption of other measures likely to promote agricultural development ; (19) Protection of foodstuffs and prevention of adulteration ; (20) Provision and maintenance of adequate system of public drains and regulation of the disposal of industrial waste ; (21) Maintenance and regulation of public ferries other than those main tained by Government. (22) Improvement or breeding of cattle, horses and other animals and the prevention of cruelty to animals ; (23) Provision, maintenance and improvement of pastures and grazing grounds ; (24) Regulation of milk supply ; (25) Establishment and. maintenance of cattle colonies ; (26) Establishment and maintenance of cattle and dairies (27) Measures to combat ordinary and contagious diseases of birds and animals ; (28) Holding of fairs and shows ; (29) Promotion of public games and sports ; (30) Provision, organization and maintenance of museums, exhibitions and art galleries; (31) Provision and maintenance of public halls, public meeting places and community centres ; (32) Celebration of national occasion ; (33) Establishment, management and maintenance of welfare homes and other institutions for relief of the destitutes; (34) Suppression of beggary, prostitution, gambling, taking of injurious drugs, consumption of alcoholic liquor and other social evils ; (35) Establishment and maintenance of information centres. (36) Encouragement of national and regional languages. (37) Reception of distinguished visitors.; (38) Relief measures in the event of any fire, flood, hailstorm, earthquake famine and ocher natural calamities (39) Provision and maintenance of libraries and reading rooms ; (40) Prevention and abatement of nuisance ; and (41) Regulation of traffic, licensing of vehicles other than motor vehicles and the establishment and maintenance of public stands for vehicles.
