Environmental' Pollution.‑‑41) A District Council may prepare and implement schemes for the prevention of the pollution of air by the gases, dust or other substances exhausted or emitted by automobiles, engines, factories, brick kilns, crushing machines for grain, stone, salt or other material and such other sources of air pollution as the bye‑laws may provide. (2) A District Council may prepare and implement schemes for the pre vention of pollution of water or land from such sources and in such manner as the bye‑laws may provide.
