ORDINANCE IX OF 1979 ORDINANCE IX OF 1979 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1979 CHAPTER XI‑COMPULSORY FUNCTION OF MUNICIPAL COMMITTEES (H) Town Planning 86. Site Development Scheme.‑(1) Where a Master Plan has been drawn under section 85 and such Master Plan has been approved, with or without any modification by the Government, no owner of land exceeding such area as may be specified. in this behalf in the Master Plan so approved, shall develop the site or erect on, re‑erect a building or any plot of land covered by the Master Plan, except in conformity with the provisions of a site Development Scheme sanctioned for the area in the manner prescribed. . (2) Where a Master Plan has not been drawn up under section 85 no owner of land shall develop , the site or erect or re‑erect any building on any plot or land except in conformity with the provisions of site Development Schemes sanctioned by the Municipal Committee. (3) Among other matters, a site Development Scheme may provide for‑ (a) the division of the site into plots ; (b) the streets, drains and open spaces to be provided ; (c) the land to be reserved for, public utility services and to be transferred to the Municipal Committee ; (d) the land to be acquired by the Municipal Committee ; (e) the price of plots ; (f) the works that shall be executed at the cost of the owners of the site or sites ; and (g) the period during which the area shall be developed. (4) The land reserved for public. utility services in site development Scheme shall re transferred free o'' cost by the owner or the owners to the Municipal Committee before the sanction of the scheme. Such land shall riot be converted or used for any other purpose than as shown in the scheme except with the sanction of the Government:
