BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 CHAPTER II‑LOCAL AREAS 9. Certain characteristics of local area.‑(1) As for as may be, the local areas declared as Union, Mohallah, Tehsil, Town, Municipality or a City under this Ordinance may conform to certain characteristics, namely :‑ (a) the local areas may be a territorial Unity; (b) the area of Union shall not exceed the. limits of Tehsil and shall have population between 10,000 to 15,000 and may consist of a group of contiguous Villages; (c) the population of a town may vary from, 5,000 to 10,000; (d) the population of a Municipality may exceed 10 thousand but not one lac; (e) save as otherwise provided or notified by the Government a city may comprise a population of one lac or above. (2) The Government may, for reasons to be recorded, waive any of the aforesaid characteristics while delimiting the Local areas.
