BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 CHAPTER IV‑COMPOSITION OF LOCAL COUNCILS 12. Rural Councils, District Councils and Union Councils.‑Subject to other provisions of this Ordinance, Rural Councils shall be‑ (1) the District Council constituted under this Ordinance, shall consist of the number of members equal to the Union Councils in the District which in other words means that one member will or elected from each Union Council. All elected Chairmen of Tehsil Councils and Town Committee in the District and all heads of Nation Building Departments in the District will be. ex officio members of District Council, provided that the members from various Nation Building Departments shall have no right to vote. Explanation.‑Nation Building Departments shall include Agricultural and Livestock, Education, Local Government and Rural Development, Irrigation and Power, Industries, Health and Social Welfare, Communication and Works and Co‑operative Department, Revenue Department and Forest Department and such other Departments of the Provincial Government, as the Government may notify. [Added by Ordinance IV of 1981.] (2) The Tehsil Council constituted under this Ordinance shall consist of the elected Chairmen of the Union Councils in the Tehsil. All elected Chairmen of Town Committees and all representatives of Nation Building Departments at Sub‑Divisional level will be ex officio members of the Tehsil Council. The official members from various Nation Building Departments shall have no right to vote. (3) the Union Council constituted under this Ordinance may have 9 to 15 members.
