BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 CHAPTER XII‑LOCAL FUND AND PROPERTY 61. Budgets.‑(1) Every Local Council, shall in the prescribed manner, before the commencement of each financial year, prepare a statement of its estimated receipts and expenditure for the year and forward copies thereof for examination, scrutiny and sanction in the following manner and to the following authorities:‑ (i) A Union Council or a Town Committee will prepare and forward the budget for examination to Tehsil Council who will endorse the same for final scrutiny/sanction to the District Council concerned; (ii) A District Council and the Municipal Committee will prepare and foward the budget for authentication by the Divisional Coordination Com mittee and the same will be finally sanctioned by the Government. (2) If the budget is not prepared by the Local Council before the Com mencement of any financial year the sanctioning Authority may have the necessary statement prepared and certify it and such certified statement shall be deemed to be sanctioned budget of the Local Council; (3) At any time before the expiry of the financial year to which budget relates, a revised budget for the year may, if necessary, be prepared and sanctioned and such revised budget shall, so far as may be, be subject to the provisions of this section. (4) All Local Councils enlisted at (i), (ii) of (1) above shall also send a copy of their budgets to Government who, if considered expedient may modify the budget.
