BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 CHAPTER XIV‑DEVELOPMENT PLANS 80. Financial sanction of schemes.‑(A) A Local Council may promote, administer, execute and implement schemes for undertaking any commercial or business enterprise. (B). (1). Union Councils.‑Any scheme included in the Annual Develop ment Programme of a Union Council which costs more than Rupees fifty thousand shall be subject to the scrutiny of the Tehsil Council and final approval of the District Council concerned. Any inter Union Council Scheme shall also be dealt with in the same manner. (2) Town Committee.‑Any scheme included in the Annual Development Plan of a Town Committee which costs more than Rupees one lac shall be subject to scrutiny and final approval of the District Council concerned. (3) District Council.‑Any scheme included in the Annual Development Plan of a District Council which costs more than Rupees five lacs shall be subject to the scrutiny of the Divisional Co‑ordination Committee and final sanction of the Government. (4) Municipal Committee.‑(a) Any scheme included in the Annual Development Plan of a Municipal Committee, other than the Quetta Municipal Committee/Corporation estimating more than Rupees three lacs shall be subject to the scruitiny of a District Council and approval of the Divisional Co‑ordination Committee. [Word "three" substituted vide Ordinance I of 1982.] (b) Quetta Municipal Committee/Corporation. Any scheme included in the Annual Development Plan of the Quetta Municipal Committee/Corporation, costing more than Rupees five lacs shall be subject to the scrutiny of Divisional Co‑ordination Committee and final approval of the Government. (S) Nation‑Building Departments.‑The schemes prepared by the Nation Building Departments shall be vested and approval thereof granted by the District Councils. The implementation of the schemes shall, however, vest in the Departments.
