BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 BALUCHISTAN LOCAL GOVERNMENT ORDINANCE, 1980 CHAPTER XVIII‑ DISPENSATION OF JUSTICE 133. Conciliation in disputes relating to use of canal water in the manner as may be prescribed. ‑(1) Notwithstanding anything contained in the Canal and Drainage Act, 1873 (Act VIII of 1873), whenever a dispute arises between two or more persons in regard to their mutual rights or liabilities in respect of use, construction or maintenance of a watercourse or if there is violation of Warabandi, any such person may apply in writing for settlement of the dispute to the Adalat of the Union Council in whose local area the dispute arises. (2) When the application as mentioned in subsection (1), is made, the Adalat, shall give notice to the other persons interested that, on a date to be named in such notice, the said Adalat will proceed to consider the matter. (3) On the service of notice and after such enquiry as deemed necessary, the Adalat will take steps to bring about conciliation between the parties and in case of failure of such efforts, the Adalat shall issue certificate that conciliation has failed. (4) Subsequent to the issuance of a certificate mentioned in subsection (3), the interested party may apply for settlement of difference to the competent authority under the Canal and Drainage Act, 1873, or any other law.
