BALUCHISTAN WORKERS' CHILDREN (EDUCATION) CESS RULES, 1973 BALUCHISTAN WORKERS' CHILDREN (EDUCATION) CESS RULES, 1973 No. 1‑53/73‑Labour, 18 Sept. 1973. Rules framed by the Govern ment of Baluchistan in exercise of the powers conferred by Section 6 of the Workers' Children (Education) Ordinance, 1972 (Ordinance No. XI of 1972)‑‑‑Baluchistan Gazette No. 71, Dec. 28, 1973, p. 1]. 1. Short title and commencement.‑---- (i) These rules may be called the Baluchistan, Workers' Children (Education) Cess Rules, 1973. (ii) They shall, come into force at once. 2. Definitions---In these rules, unless the context otherwise requires the following expressions shall have the, meanings hereby respectively assigned to them, that is to say‑ (a) "Cess" means the Cess payable under Section 3 of the Ordinance, (b) "Director Labour Welfare" means the Director Labour Welfare Baluchistan; (c) "Comptroller" means the Comptroller of Baluchistan, (d) "Form" means a. form appended to these rules, and includes a statement or communication on plain paper containing the same particulars as are specified in the corresponding form; (e) "Ordinance" means the Workers' Children (Education) Ordi nance, 1972 (Ordinance No. XI of 1972); (f) "Treasury" means a Treasury or a sub‑Treasury or a branch of any‑Bank in Baluchistan authorised to receive payment on behalf of Government. 3. Furnishing of Cess return,‑---Every employer" liable to pay robe Cess shall, before the close of each quarter, furnish to the Director Labour Welfare a return in form "A" in accordance with the provisions contained in the Industrial Statistics Act, 1942. a very such return shall indicate the number of workers employed in his establishment during the proceeding quarter and shall subscribe a declaration of the truth of the return at the foot thereof. 4. Maintenance of Register of Establishment. The Director Labour Welfare shall maintain a register of establishments assessed to Cess in form 'B'. 5. Mode of paying Cess.‑---The Cess payable shall be paid in a branch of the State Bank of Pakistan, or in a Treasury and a copy of the Bank or Treasury Challan, as the case may be, shall be furnished to the Director Labour Welfare. 6. Calculation of Cess.‑--The number of workers on the basis of which Cess will be calculated will be the highest number attained at any time during the quarter. 7. Maintenance of accounts by Comptroller.‑---The Comptroller shall maintain an account Head of Receipts and Expenditure of the Cess. FORM 'A' EDUCATION CESS RETURN FORM 1.
