Finance and Planning Committee.--There shall be a Finance and Planning Committee which shall--- (a) be responsible to make all financial policies and financial rules for the University; (b) approve annual budget estimates of Constituent Units and the University; (c) submit to the Board an annual statement regarding the performance of the constituent; and (d) make recommendations to the Board for approval of the audited statement of accounts.
