Secretary Government of the Punjab, Forestry and Wildlife Department (No. 715/1072 of 1984, decided on 14‑4‑1985) and Malik Maqsood Ahmad v. Secretary, Irrigation and Power Department, Lahore. It has been submitted that according to the judgment of this Tribunal as well as instructions of Government issued in this behalf, adverse reports earlier than 1969, would have no legal effect.
