Repeal and omission were not distinct terms, rather they were expressions used by the legislature to achieve the same object

Where legislature wanted to abrogate and annul an entire/whole statute, it adhered to the word "repeal", but where a particular provision or part of statute was to be rescinded, abrogated, annulled etc., expression omitted/deleted was used.
