Article 254 of the Constitution mandated that if any act was not done within a particular time, as provided under the Constitution, the said act would not be invalid because of such reason alone

Constitutional relaxation did not extend an unqualified licence or in any way diluted the importance of constitutional timelines

Extension must be grounded in good cause and justified by bona fide reasons

Purpose of Art.254 of the Constitution was not to permit anyone to defeat or frustrate the Constitution, hence it was not available where the constitutional timeframe was not honoured without any justifiable public interest or for oblique political ends or to override the scheme of the Constitution.
