Where impugned order was completely without jurisdiction and patently illegal, availing of the alternate remedy was not required

Power of judicial review was available even if alternate remedy had been availed provided the impugned act could not be countenanced in law.

Dispensation of justice being sacred duty not only requires judicial or quasi-judicial authority but also cast equal responsibility upon public functionaries to act fairly, justly, without any discrimination and keeping in view the relevant law, rules etc.
