Provisions of S. 10 though contemplate the Registrar as the person on whose complaint the Labour Court can cancel the registration of a trade union, yet under S. 13(b), it also falls within the powers of Registrar to authorise any person to lodge a complaint with Labour Court for action which notably does not mean but includes prosecution against trade union, employees, workers etc.

Complaint by General Manager of Employer Company after duly receiving authorisation from the Registrar, Trade Unions in this behalf was competent.
